Born July 31, 1973 in Hagerstown MD, He was the son of Samuel Gordon Whittington Sr., and the late Doris (Kerns) Whittington. Jeffrey also has two living brothers; Michael Whittington of Hagerstown, and Samuel Whittington Jr.
